its easy click the joystick close to the abxy buttons,press RT to do the kick it can knock down alot of enemies and gives +5 time, and i usually don't use him,it wastes hp when he does it

I think it's just so people using Wesker won't be "invincible" while playing him on Versus or Mercenaries. So, they'll be limited to doing the dash a couple of times instead of using it all the time without any consequences.

my reasoning to why it hurts you is that Wesker still is technically human, so therefore maybe his body cant completely handle the strain it gets put under when he does that
