That costume? You have to beat resident evil once. Then when you start over again on the ame game you beat it on, click Special 2. Special 1 in some RPD suit. xD Or whatever it is.

He didn't cheat,play the mercenaries mode & unlock all playable characters,then keep trying to get a 5 star rank with all characters in all stages,its super difficult but its possible to unlock the handcannon.
